discounts for traffic summonses?

my goodness! what's the message the police is sending out? law-abiding citizens who settle their summonses when they have received the summonses would indeed feel cheated... they have learnt that it doesn't pay to be so obedient and pay asap... as for me, if ever i have a summons, i'll wait, too... until the police starts to give discounts...... well, what would you do if you received the summons? would you pay asap or wait?
